I own both, the Jag version is miles better!

I had the Sega CD version but never tried the Jag version. I know its not complete but how much of the game is there in the Jag version that is available to buy?  Is it worth getting?

The Jag version is complete, it was never officially released though and most of the versions out there are buggy and crash all the time. Lots of people have tried to get this game an official release but the IP owners have always been against it.

I wonder why the IP owners are so adverse to allowing a proper release of this game for the Jaguar.

Correct! Sadly they still do, somebody contacted them about a year or so ago.
