J-League Winning Goal looks to be a pretty decent effort for an 8-bit footy game. Sprite flicker is minimal for a NES game too.

Yes, J-League is supposed to be among the best Soccer games on the NES.  I haven't played it myself, so I can't comment on how good it is from experience but I've seen it listed as such.  Captain Tsubasa is supposed to be up there as well.
