I don't think I've ever seen that game before but it looks good, nice video :)
There are perhaps 8-10 rotary joystick games, with the Ikari Warriors series maybe the most well known. Some by Data East and others by SNK. I think the in-game graphics of Time Soldiers are some of the best of those games.
I have a two player vertical JAMMA cab running all the vertical games in groovyMAME (about 700) at pixel perfect 15khz output, so I am going to place a pair of yellow SNK rotary joysticks in that cabinet to play all the rotary games. I've played a few of them on home consoles before but it will be fun to try them out with the rotary joysticks. This review was on the original arcade hardware though. I think Time Soldiers is emulated quite well for the most part, especially the sounds seem spot on.

Ahh yes Time Soldiers I very much remember playing this, was unaware of the name change so thanks for that, So this a sequel to Victory Road?
