I have both and they are graphically almost identical. It's the sound that differs the most. The Spectrum version has a fairly full version of the liberty bell march (the Monty Python music) in beep format, but the commodore has a shorter version that sounds better but is annoying as it just loops constantly over about 15 seconds.

Talking of the Spectrum here is a game that just sprung to mind, its called Speedboat Assassins and is a budget game by Mastertronic. According the Moby Games page it only came out on the Spectrum, ST and Amiga. It seems really strange that they never released any other 8-bit versions.

Anyway it plays a bit like Road Blasters but on water and I loved it as a kid. I couldn't find a video sadly but here are some screenshots of it:
